Tag Coins can be redeemed by running '/tags' in-game, after purchase; in the bottom right of the GUI you can click the Sunflower to use your Tag Coin and receive a random Chat Tag that appears:
Beside your name-tag
In the TAB List
Beside your messages in chat
You can also redeem Chat Tags as physical items that can be used to trade with others.
